CONASET found the key to addressing Chile main challenge of reducing traffic fatalities to zero.

The National Traffic Safety Commission (CONASET) mision is “to reduce traffic accidents and their consequences for regulatory changes and infrastructure improvements.” Its current system lacked interoperability across government entities, was outdated, and had deficiencies that affected end-users. A significant proportion of accidents involved drivers without valid licenses. According to data, a driver with a fake license has 12 times more probability to be involved in an accident. The path was clear: change had to start with people and their driver's licenses.​

Everything started with the national system for theoretical driver’s license exams. The legacy system complicated technical support and slowed updates needed to reflect regulatory changes. The outdated IT system for theoretical exams and driver registration, was based on local equipment in municipal centers, which had become inaccurate and vulnerable to fraud, the data quality was poor, there was no integration with police systems, the exam question bank was outdated, and there were gaps in coverage for license classes and vehicle types.​

The government sought an integrated platform that could verify licenses and provide driver records in real time for police, courts, and other authorized users.  To ensure only qualified drivers were on the roads, enhancing public safety. CONASET teamed with AWS Partner ARKHO to help migrate to the cloud and built Nexteo. Reaching a fully digitizes exams, and improves accessibility and data management. Key services include Amazon EKS, AWS Lambda, Amazon S3, and Amazon Aurora—providing on-demand scalability and a modern, maintainable architecture.​

​Results: Qualitative results​

 

The implementation of Nexteo has had a transformative impact on road safety in Chile. The process more reliable and standardized, which increases public trust in the system. The complete digitization of exams not only optimizes administration but also makes obtaining a license more accessible for all citizens, reducing barriers. Furthermore, authorities have faster and easier access to records nationwide, which Strengthens enforcement and enables them to act proactively prevent accidents and reduce road fatalities. Also, this year they will launched the updated digital driver version.​

  • 80% reduction in time to roll out maintenance updates; ​

  • 50% faster access to and processing of information; ​

  • 99.09% average uptime in the first nine months (including more than six months of​
    perfect availability); ​

  • 499,356 exams administered in the first nine months​

  • Initial go-live achieved in ~12 months and expanded ​

  • From 300+ to 1,500+ users across Chilean municipal test centers. ​

The National Traffic Safety Commission (CONASET), created in 1993 by Supreme Decree No. 223, has the fundamental mission of preventing traffic accidents and their consequences, as well as advising the President of the Republic on all matters related to road safety. To achieve this, it coordinates the actions of up to ten ministries and the Chilean national police force, Carabineros de Chile. In its work, it actively contributes to drafting regulations for the transit of both motorized and non-motorized vehicles, prepares and publishes statistical reports at the national, regional, and municipal levels on accidents, fatalities, and injuries, and promotes the implementation of a unified electronic theoretical exam for driver’s licenses.
